1. 3. Background There are two areas in the Town of Nelson with aging and/or failing septic systems: “Rt 20 South” and “Nelson Corners”. In addition to environment and health benefits, wastewater collection and treatment will encourage smart growth for targeted infill development. These areas are generally illustrated below. Rt 20 South includes commercial, vacant and residential parcels with documented and known failed septic systems. The Rt 20 South area is across from a business park which is sewered.  The new wastewater collection system would collect and convey sewage westerly and connect to the existing system north of Rt 20. Wastewater would be treated at the Cazenovia publicly owned treatment works (POTW).   Nelson Corners includes residential, commercial and industrial parcels. This area is not serviced by a POTW. A new POTW would be needed. The estimated hydraulic loading rate is 15,000 gallons per day. The POTW would likely be a small package wastewater treatment plant or an intermediate size septic tank and leach field. An alternative to a new POTW is a new pump station to convey wastewater to the Cazenovia POTW. Unlike the Rt 20 South area, Cazenovia has not considered this additional flow, and there may not be capacity for such flow.   The purpose of this project is to complete engineering and planning services to the extent needed to allow the Town of Nelson to move forward with new wastewater district formations and pursuit of wastewater infrastructure grants, if the Town so choses.

4. Scope

1) Schematic design of:

  • Rt 20 South wastewater collection system
  • Nelson Corners wastewater collection system and POTW
  • Nelson Corners wastewater collection system and pump station (to Cazenovia)
  • Siting of the POTW and Pump Station must be considered and developed as part of the schematic designs 2)

2) Alternatives analysis, including:

  • Cost estimate (capital and annual operations and maintenance) for each alternative
  • Advantages and disadvantages for each alternative
  • Recommended alternative

3) Project financing analysis for recommended alternative, including:

  • Capital and annual operations and maintenance costs
  • Number of benefit units (including vacant lots)
  • Estimated first year annual cost for a typical property

4) Public opinion survey, including:

  • Two mailers, two public meetings, one door-to-door survey, and social media content for the Town’s website
  • Survey data and summary of survey data about public opinion of the Rt 20 South and Nelson Corners projects

5. Deliverables

  • 1) General Map, Plan and Report for use in new district formation
  • 2) New York State Environmental Facilities Corporation Engineering Report for New York State Wastewater Infrastructure Projects
  • 3) All needed presentation material for public opinion survey
  • 4) One page project summary for the Town’s use for public outreach

6. Project Schedule

  • 05/17/2024 – Advertise for Statements of Qualifications
  • 06/26/2024 – Accept Statements of Qualifications
  • 07/12/2024 – Notice of Award
  • 08/09/2025 – Notice to Proceed
  • 08/2024 through 2/2025 – Public outreach, Schematic Design, Alternative Analysis and Project Financing Analysis
  • 03/2025 through 09/2025 - Public outreach and Finalize Deliverables

7. Evaluation Criteria The Town of Nelson will select the most qualified firm based on review of the qualification packages submitted. The Town may elect to invite the top three firms to make presentations, if deemed necessary. The following criteria will be used to determine rankings:

  • 1) related experience and qualifications of the firm
  • 2) related experience and qualification of the proposed project team
  • 3) understanding and approach to the project
  • 4) organization and capacity of the firm and project team to complete project within the scheduled time frame
  • 5) experience and past performance with the Town of Nelson and other municipalities

 

8. Submittal Requirements

  • 1) A statement of the firm’s interest in performing the work. Not more than one page.
  • 2) A statement of the firm’s technical qualifications to perform the services identified, including all other similar or comparable projects performed within the past five calendar years that would indicate relevant experience by the firm.
  • 3) A statement of the project team’s technical qualifications to perform the services identified, including all other similar or comparable projects performed within the past five calendar years that would indicate relevant experience by each individual project team member.
  • 4) The individuals to be assigned primary responsibility as project manager(s) must be specified.
  • 5) The firm’s understanding and approach to the project.
  • 6) A list of references with respect to other similar or comparable projects completed within the past five calendar years.

9. Notices

  • 1) This request for qualifications does not commit the Town of Nelson to award any contract to pay any costs incurred in the preparation of the submittal, interview/presentation, or to procure or contract for services. The Town will require the firm selected to negotiate concerning the fee or the nature and extent of technical services to be provided. The results of such negotiation shall be incorporated into the contract between the Town and firm.
  • 2) The Town reserves the right to ask for additional information and to consult references as may be necessary to judge the qualifications and ability of the firm.
  • 3) All information and materials submitted will become the property of the Town. This RFQ does not commit the Town to award a contract or contracts or to pay any cost incurred in the preparation of a proposal in response to this request.
  • 4) The Town reserves the right for any reason at its sole discretion to cancel in part or in its entirety this RFQ.
  • 5) The Town reserves the right to make modifications and issue addenda to the terms and conditions of this RFQ.
  • 6) This RFQ and/or the selection of a firm does not create any contractual rights or obligations whatsoever with the Town, whether by this RFQ or pursuant to any other understanding, written or oral.
